As UTA has grown, we have dug deeper to address the root causes of housing problems. Housing finance, low income housing development and the preservation of affordable housing on a permanent basis were not part of UTA’s original agenda 4 decades ago. However, UTA’s community organization campaigns over the years have led to the development of several separate and unique organizations that have galvanized the energies of more people and marshaled more resources and funds to address these complex issues. These projects bring together people affected by the same types of problems to work collectively for solutions.
The Community Loan Fund of the Capital Region (CLFCR)
The Community Loan Fund of the Capital Region was organized in 1985 to promote sustainable community development efforts for economically underserved people and communities. The CLF is a non-profit community-based financial institution that provides loans and technical assistance to local non-profit organizations for housing and community development and to micro enterprises and small business for business development.

The Albany Community Land Trust (ACLT)
The Albany Community Land Trust was founded in 1987 as a grass roots organization to develop and preserve affordable housing in Albany. The ACLT acquisition and development program converts empty buildings into homes for sale and apartments for rent to low-income people. The Land Trust arrangement provides for permanent affordability of this housing through individual ownership of homes on community controlled land.

The Affordable Housing Partnership (AHP)
The Affordable Housing Partnership was initially created in 1990 with local banks, public officials and community representatives to implement a loan pool for affordable housing development. The Partnership has become a regional Homeownership Center with comprehensive education programs, pre- and post-purchase counseling services, and a range of resources to develop and support homeownership opportunities.
